I'm pretty sure the only thing management cares about is that the talents don't say or do any yab-worthy shit during a stream, but they're not going to encourage collabs. I'm sure they know better than anyone that the reason for their success is that they're an idol unicorn-friendly company, they don't have Holostars as a way to nijify them but as a way to bring in female uniconrs (they've been releasing BFE voicepacks since 2020).
If something has changed, it's that they have given more freedom to the talents, which is why they allowed them to have a small collab during a YouTube live. If a hypothetical HolostarsxHololive concert ever happens it'll probably also be a YouTube live, and the only holos participating will be star collaborators as well.
