On the one hand, more streams is always better, sure. But on the other hand, the "risks" of heavy-handing this approach of forcing streams probably outweigh the benefits.
For example, if you institute a strict "x streams per week or you're fired" policy, the most likely result is probably you're just gonna get the absolute lamest, uninspired filler streams from the girls just so they can be done with it and fulfill their "quota" (so not much change from now lol).
Also, strict requirements, punishments and consequences could poison the morale of the talents and just lead to more unhappy girls, so the atmosphere around HoloEN would be even more in the shitter than it already is. And if you're too heavy-handed about it, it could easily spark fanbase drama because the simp audience is very sympathetic to narratives like "omg the evil company is forcing the poor sick widdle wimmin to work even though her tummy hort, this is so problematic le toxic idol culture etc."
So after weighing all that, the company probably decided it's probably not worth stirring up the potential trouble and just lets the freeloaders and coasters slide. Look at Ayame, for example, while she is the poster-child for absenteeism, she likely still brings in much more money than she is costing them to keep around. Sure, they could probably squeeze some more money out of her if she streamed more regularly, but what if she quits when you try to force her? Then you get zero money. So they think it's "eeh, whatever..." and let it slide.
