Its been like a decade since i made a friend, how the fuck do you do it as an adult, not while at school? I'm not even autistic or a loser I just don't deal with people at all and now I've forgotten how and gotten shy.
Go in cosplay, makes it easier to have an "excuse" to talk. I had a lot more fun the last one i went to, in cosplay. Talked to people, which was good even if it was just a bunch of quick chats

The comic cons i've been to didnt have anything based around Vtubers like stalls, events or such. But they still had a handful of Vtuber cosplays, Gura and Marine being the most noticeable in number.
The last anime festival had tons dedicated to Vtubers. A whole experience area, a panel with Bae and Calli and a fuckton of cosplayers.
So basically im saying, if it was a comic con rather than an anime con, absolutely do what you can to get to an anime focused one. If it already was, my condolences.
