Japanese police are famously inept because their system rewards local jurisdictions for having a "low crime rate" which translates directly to "low rate of documented crime" and incentivizes cops to ignore citizen complaints, get paperwork 'lost', cover up murders (its famously high """suicide""" rate) and so on. Local scumbags can get away with ridiculous shit as long as it's politically inconvenient for the local cops to go after them. Similarly, teachers can get away with practically everything because the school is more concerned with its own reputation than the wellbeing of students and will actively cover for staff to avoid the inevitable controversy when wrongdoing comes to light.
These issues are often exaggerated in japanese media to call attention to just how absurd they are, and how absurd the society that tacitly permits them must be. There's more awareness now than in the 90s when this shit was endemic but they are still very much active social issues. And let's not even get started on Japan systematically denying citizenship to their poor and marginalized to conceal poverty and mortality rates. Japan's famously long lifespans? Yeah stats skew long when you eliminate every demographic with a high mortality rate.
