She hears "Fire elf" and thinks of a person who has tamed fire and controls it at will. She doesn't do that, so she denies being a fire elf.
Can she use fire though? Let me give you some recent mentions from this year where she confirms she can use at least use magic, but is unable to do it right now, as her magical spellbook is back at her hometown.

I can't find the source now, but she also talked about her spells being of elemental + forest fairy type stuff.
I know it's all in japanese, but that's just how it is with Flare content. But nonetheless, this is the most recent information about her lore stuff as a magic user. It might change in the future, but this is where we are at now.
