For Laplus, Botan etc they only have a single piece of clothing to remove, while Ame has 2 (mantle and coat). Making the coat removable in the same model would make it an absolute clip fest because of how close it is to her body, theres no way around this.
So basically its understandable why its not removable, if you have any knowledge about 3D models. Its possible to have an alt model that is just the shirt and skirt though, but thats obviously more effort for the rigger and a bigger paycheck from Cover
