There's something too on the nose about the big boss being more powerful than their employees in every way, they made her the alpha and the omega, the god of gods for chrissakes. It's a lot more charming that A-chan and Nodoka are just Japanese everywomen who need nothing more than the power of bureaucracy to manage talents.
