Even if it's simpler there's still a bunch of shit that goes into making a character and the game doesn't look like Divekick or Footsies where the character are identical (or at least were in early Divekick), so the game still have a couple of years in the oven before it's anywhere near a playable state, not to mention having an online infrastructure which can be easily solved by using GGPO but the dev is Japanese so there's a chance he doesn't know anything about it.
