B: Appear to be successful so more foreign investment firms through money at you
They throw all their money at advertising because it's more important that their business APPEARS to be successful, than actually is successful. Raid itself is an ad for a model of venture capital, and this shit is catnip to chinese investors because they're constantly looking for an obscure and bank-ensured foreign holdout so they can move money out of china and out of reach of their government.
Somewhere along the line money gets scraped off the top and someone gets a little more rich, but the exact mechanics of the shady stuff varies from grift to grift.
