If Terra Nil was allowed to be streamed and other ENs have played it, at least from developer / publisher side, then this game is also okay, because, wait for it: It has the exact damn same developer and exact same publisher. what the fuck else you want?
if you wanted an actual, direct, one-by-one "are we allowed to stream this game" permissions given from the game dev and publisher for each specific game meant for hololive itself, then you're better off watching JP members, who would 100% adhere to doing that entire process. not like we hear it a lot anyways when it happens. I'm sure EN is more lax, and ID is even more lax in that regard. this is why they have a damn list in the first place: so that it won't be a headache for everyone involved.
if you're talking about hololive's side, i.e. managers putting this game on the list or "pre-approving" it, then that's a different matter. it shows that hololive is negligent if this wasn't supposed to be streamed, which I doubt is the case. I think Bae is just bantering, but now THIS is truly out of my ass and some common sense. maybe the list only says "Games published by Devolver" and Bae figured this falls under it, ("blank permission"). but I know nothing about the process.
