People that call out who it is are perhaps truly breaking the rules, but from a technical standpoint I don't think that if a vtuber were to secretly do cosplay of a vtuber then images of it, without saying that the cosplayer is a vtuber or which vtuber it is, would really be against the rules.
In practice you'd get banned anyway and it isn't worth it. But perhaps it is just idealism on my part when I say that such images, without any identification, would not really be rulebreaking on their own.
I hope I'm explaining what I'm getting at clearly here.
