Once you select and lock in a character, your teammates can't choose that character. Instalock basically means that they locked it in as soon as they were able to, so others, like Reine, couldn't choose it. KJ (Killjoy) is her main I'm assuming, so she was forced to use a different character. That character being the one with the cocoon ultimate ability.
