The supposed "teaser" has dropped but hasn't been uploaded anywhere or tweeted out by any of the holo accounts - so it's most likely not EN3.
I get the feeling that the hype has been dying down as the months go.
If they announce it this month or the next, there'll still be some celebrations, but September, October and beyond? idk if there will even be anyone left in the fanbase who are excited for it anymore...
Remember, new generations are supposed to get NEW and RETURNING FANS into the hobby. That's how chuuba companies avoid recycling the same few thousand fans among all of their chuubas, decimating the talents' floor.
In the current scenario, HoloEN's audience has somewhat stabilized, but was slowly reclining due to a lot of hiatuses and lack of new and exciting content. The concert and Myth (especially Gura) returning to regular streaming has arrested that recline, so their fanbases have returned to watching them.
Most among this fanbase are fine with no new gens because they already found their oshi, and don't want to invest the time to follow new chuubas. The best you'll get from them is a curious tuning into the debut streams, and maybe a small amount of occasional streamwatching early on.
So who spreads word about EN3? Well, people who are excited for it. Which will be mostly people who don't have a proper EN oshi yet, and is just floating between chuubas. Or is tired of their current oshi but haven't found anyone who can replace them. These people have been slowly leaving the Hololive ecosystem, or the VTubing industry itself entirely over the past few months. It hasn't reached catastrophic levels yet, but it will happen in the next month or two if you don't give them anyone new within the Hololive ecosystem to watch.
New fans are usually introduced by word of mouth, friends telling others about how this new girl is cute, entertaining or whatever and to get them to check her out. JP fans will naturally be excited as well, since JP has also gone on without a new gen for about 1.5 years.
This community level hype will definitely give EN3 a big boost, but if it happens 2-3 months from now, there is a VERY good chance that their debuts won't break the debut numbers that Hololive council set.
And obviously the level of EN3 hype which could break HoloX's records are LONG behind us.
