Since Cover wants employees with a japanese residency, it's extremely hard to find people who speak English and Japanese at a sufficient level, live in Japan and are interested in working for them. Omega leaving also didn't help, alrhough I'd argue that his presence was not helpful either, but at the very worst he was someone who could do paperwork, if nothing else. But the worst thing is that the limited resources were spent on debuting Tempus because Cover fell for the Luxiem trap and their chink yumejoshi fanbase, and thought they could replicate that, ignoring that Hololive has cut ties with China and can't harness that market at all. The plan failed, Cover HQ stepped in, cut their losses and the people involved with getting Tempus under roof left, Omega included. I'd say they're building a new gen, but the year and the half that was wasted with Tempus is what causes the delay. If we account for that and add that time to the Tempus debuts, Winter 2024 seems likely for EN3, which also coincides with their plans to expand by the end of the fiscal year.
Also for the record, I don't think Tempus is done for, but outside of the leaked VSinger, they'll be the ones without a new gen for a while, until Cover finds enough staff members so that EN can work properly.
