P - 5 if you want Better Crits if you want it, (get the +1 implant for 6) otherwise 1
E - 7 for the implants from the New Vegas Clinic, skip the Charmisma one (and maybe the Perception one too) and get the DT one
C - 1. Dump stat
I - 4-7. 4 gets you the good intelligence perks but more points in intelligence = more skill points so put whatever is left over at the end here.
A- 6. You want 7 for the Slayer perk (+1 with implant)
L - 8. Get the Naughty Nightwear from Mick and Ralphs in Freeside, go gamble, buy the implant to get to 10 and bankrupt the rest of the casinos.
You get a +1 to any stat after beating Lonesome Road so keep that in mind.
