This guy is actually black, and he couldn't get any artists to make him a black model.
He jumped on that Dacapo vtuber, making a parody meme video of him, and when people said it's not cool he did that, since he's a vtuber too, he doubled down with a "sorry, not sorry" apology video.
He jumped in the Sayu hate bandwagon calling her a pedophile.
He literally doesn't care about vtubers, he admitted himself he doesn't watch vtubers and he became one because of its branding.

Based on my own experience with vtuber artists, it's probably the artist not listening to the concept they were given, leading to him not wanting to pay for a revision like you said. If the artist is capable of what he was given, they're obviously capable of doing the exact same design but slightly tanner and yellow eyes.

Considering his eye color was also changed when the artist has done yellow eyes in the past, I'm willing to bet they just didn't follow the concept.
