Sunshine is notorious for its ass controls and fucked up physics. You combine that with high frames and a controller more sensitive than the gamecube controller and you've got yourself a recipe for disaster. Sunshine was definitely not programmed to be running at high performance.
The same also applies to majoras mask, ocarina of time, and goldeneye. It's just a few examples of why frames do matter, but not in the way you think it does.
