There's a good chance that Vesper and Magni left because they were being denied a ton of ideas or projects that could have given them a chance to appear in the spotlight without the need to rely on the girls. If anyone noticed Vesper's personality in his last few streams he seemed to have adapted a personality that was a lot more uncaring regarding things that might get him in trouble with management, I'd imagine because he knew he was leaving soon anyway.
From the very beginning Holostars EN were streaming with two audiences, one that actively supported them and hoped they succeed, and another one that's within the same fandom that were waiting for them to mess up just so they could say "I told you so" and all of them knew that. Tempus 1 tried breaking those expectations and did collabs with some of the EN girls, which while they were popular, those streams were the only high viewing streams that tempus ever did, which was probably demoralizing for them since it meant that they had to rely on leeching on the girls if they wanted any kind of meaningful exposure.
Tempus 2 hasn't collabed with any of the EN girls so far so I think it's safe to assume that management probably prevented them from doing so... I'd imagine management just told them to Collab in-between eachother since they were 8 members now.
Vesper was getting in fights with his own manager (which earned him the first EN member to ever get suspended in Hololive) and Magni seemed to agree with him since they both left together.
Hololive isn't a place where Male Vtubers can grow, the JP members might grit their teeth and bear with it (even though some of them ended up leaving anyway) but that's because there's no better alternative for them thanks to Japan's harsh work culture. But the EN members don't need to rely in Hololive past a certain point in order for them to grow, they already showed everyone that they're good entertainers/streamers and gathered a good enough audience that will basically guarantee that they'll stay as streamers for the future.
Tldr: Don't blame them for leaving, because they were dealt a sheit hand from the beginning, rather just be glad that past this point there's almost no reason for any of the girls to Collab with the guys if the end result will just be with them graduating.
