Even if they wanna fly her out to Japan every month or so for a few days to record/shoot something in 3D etc, that isn't gonna preclude her from being able to stream either while there in Japan (as plenty of ENs have outright done already) or in between those trips. She doesn't really release music or do special extra stuff much more than anyone else, so it really doesn't look like that's the entire explanation.
I feel it's more like Cover doesn't really feel an incentive to try to get her to stream more when her memberships and merch automatically move mountains of money even when she hardly does anything for months. I feel that that meta won't last for forever but they're sure taking advantage of it as it stands today. Also, it's possible there is nobody on EN staff there able to convince her to stream more and JP management is even less likely to get through to her even if they wanted. However looking at how like half of holoJP barely streams, that Ayame exists etc no it's just a Cover thing period, they have seemingly no lower limit at all for commitment. Which is on them really, I think basically anyone would be able to stream at least once a week for a couple hours at some point, the fact they don't require their talents to keep at least a minimum baseline commitment to at least justify memberships existing and such is beyond me.
