Kojima was way more focused on creating all the base and open world stuff, like the multiplayer part of the game and he kept going and going.
MGS4 has good mechanics but it's only used for Act 1-2. A complete waste of a game, much more than V

Look at MGS3, they quickly establish a bunch of characters. It doesn't need 3 games and a prequel to get something across.
The Boss gets on line and you immediately understand that she's important to Snake.
