The problem was that the branch grew too quickly too soon without enough having enough behind the scenes staff to scale with the growing number of talents, making questionable hiring decisions with people like Kyo who doesn't seem to want to better himself compared to the rest of his wave, and not really doing much to improve the branch's standing after a tumultuous 2023. It's only now at the tail end of the year that things have mostly simmered down and they're actually managing to turn things around, I just hope they actually can improve and hopefully tardwrangle some of their more problem talents.
