I think it was just management being reminded that showing full skin in form of hands was still allowed, much due to the reason like no holoJP ever does it so was never needed to enforce in the first place.
And this particular stream probably reminded them that this was still allowed and comes with a certain risk so just better to ban it, because the benefits to keep it does not weigh up.

Like the very specific nail decorations they did in that stream, one could identify them from that if seen irl.
It's not a huge risk but there is one, and at the small loss of banning bare skin on streams they probably felt the risks were bigger than the gains.
