It's not an absolute value. It's a relative value. You take a test, and your scores are divided by the scores that everyone else who takes the test have. That way, an iq of 100 would mean that your score on the test is equal to the average.
Say, the test is of 100 points. If you give the test to only hololive members, and on average they score 60/100. Then, someone scoring 90/100 would have an iq of 100 × 90 ÷ 60 = 150. Someone scoring 40 would have an iq of 67.
