Besides, even if there werent any direct such managers, those managers would probably have to report to people higher up who might live elsewhere in Japan (kinda soft-confirmed by job posting requirements for holo managers which show up every so often and are publically visible)
I think if you want a completely independent set of operations for overseas hololive you'd need something like a "Nintendo of America" with its own Reggie acting as a separate corporate entity
