Mental age doesn't factor too much either since you can have characters that count as loli that are mentally really old and still possess the body of a loli (lolibabas), at least the well written ones, since a lot of times writers tend to default back to having them act like children. Or on the other side adult bodies with young minds aren't considered lolis (I was just playing Azur Lane and Anchorage has a bombshell adult body with the mind of like a six year old, am actual genuinely adorable behiaviour)
Finally, bodytype is the overwhelming factor in deciding if a character is a loli or not. The character needs to have a majority young looking features to be considered a loli. For example flat chests, need to be completely flat up to A and B sizes, medium sizes non-existant and then big sizes are considered Oppai Lolis which can have colossal breasts but with the condition that they need child-like minds/personalities otherwise they are just considered shortstacks.
Same with other features like hip-to-waist ratio / hip width, thigh size, leg length compared to mid section and such, you can go big on one or two of these features, but if you go too large on too many, you end up with a character that is just considered a shortstack, unless you counteract with a really young personality.
