What you're talking about is literal translation, and it is pretty much what you say.
Translation, as is usually done, preserves proper nouns, but uses equivalent idioms and such to convey a similar feeling. It's not exact, but it's what is officially done.
Localisation is changing proper nouns to match the translated language. Pokémon, Ace Attorney, etc are localised.
