If you ask me, it's unlikely she was harassing her if she held no power over Selen, but she certainly got preferential treatment. For instance her Ethyria song has Nina in it, who graduated. Selen may have included Enna's name in the document as an example of uneven treatment regarding Nijisanji's rules regarding graduated livers in your content. This can be reasonably assumed to be a possible example of Selen's case.
The worst scenario is she harassed her, but in any clips I've seen of her, it's either light banter, or out of context lines. We need better evidence to suggest she was involved in any haraassment.
