They've managed to create so much red tape for everyone other than themselves that they managed to make Google, a company that has more money than god, give up on their Google Fiber project that they were doing a few years ago.
The established ISPs also have anti-competition agreements with each other, which are illegal, but this is America, where nobody actually enforces the law because the people who do get thrown in prison.
