As a rule of thumb if you could consider them streamers/youtubers without the facerig, they're vtubers. If not, then not. Again, expanding youtuber as "someone that makes videos online", in good faith. Dont be a pedant on this you know exactly what I mean by "youtuber".

To me this is similar to having Kermit the frog on a TV show, and no one would seriously consider a Kermit gameplay channel a vtuber.
