You still want to have involvement in that area, and Cover is publicly traded so they will have people that would pressure them when others see success. It's the same as asking why Hololive insists on having Vsingers despite being the company that has burned any talent that just wants to sing the most and all of them thus far needing to shift to variety and actual streaming. Perms autism is a company thing so there's no really getting around it since a company can copyright strike any stream that's monetized. Which is why no Sony games since they're notorious about their perms.
Hopefully with stateside based management dealing with perms from western devs is easier since there's less barriers to get through (like time difference, language barrier etc.)

I think it suggests that per capita spending on "all entertainment" isn't a great way to judge the potential market for vtubers, since a huge amount of US entertainment spending is boomers paying $100 a month for cable. Big issue is stamina of streamers. I watched few documentaries about it few months ago but tl;dr is that streaming is rather miserable and stressful job. Tho in contrary to western breadtubers that were focus there, Hololive Vtubers have entire company to deal with paperwork for them.

The issue (as someone from the UK) is more about the timezone. It's not a major issue as the days I work each week change fairly regularly so I can usually watch a decent mix of streams from different girls but it'd be nice to be able to watch more each week.

The problem with Holostars is the company they're attached to. They're a good group of guys and they work hard but Hololive has already established themselves as pandering to a male audience. Over time they've set that in stone by not talking to males. So naturally since the fans are thinking "this company panders to me," they'll think everything Cover puts out is for this established audience. This will include male vtubers. So even when Holostars tries to cater to women, women will not want to be in a fandom that's mostly males. It's like a man looking for suits in a lolita dress store that labels itself as such but they have 2 or 3 suits in the back. And the men that will watch Holostars will also think "this is for me" which is why you see so many "brotuber" beggars and fans in their chats. This was also set in stone with the first Tempus boys. The only women you see as male vtuber fans is mostly lesbians because they basically think they're men anyway.

Chuubas are likely pretty saturated in Japan's population of 125M, but I'd bet they're significantly less saturated in the US's population of 331M (allegedly). Meaning that even in a larger population that is less likely to be aware of chuubas generally, the US still "consumes" at nearly twice the rate of any other market per capita.

For Dev_IS, a cursory look at Hololve's history with Vsingers is enough to tell you all about how the company has treated badly and fumbled the ball in terms of musically focused talents. For males, you only have to see how it was a clear reaction to Nijisanji's Luxiem success and getting pressured to do it from investors. As long as the investments are stable and metrics are positive and making money, it doesn't matter to Hololive to keep funding them. DEV_IS wouldn't be a problem if they stuck to the PR line and actually run the branch like it is a Vsinger division like other companies do. But holy hell, I am sorry but Raden and even Ririka are leagues below musically compared to others in the company, they're not even in the same ballpark as Azki or Suisei, let along the Vsingers outside the company like anyone from Brave Group. so why did they even market them as such? And the fact that they clearly aren't doing music now and it looks like a free for all Vtubing without idol activities except for music with guardrails means people who were the intended audience aren't going to watch them and so the only audience they got are all either leeched from the company in general's fanbase and what little they could grow organically.

Dev_is is just a different branch. An experiment run by Cover, trough which it tires to attract a new audience, a non-Hololive audience, because up until now there is a lot of cross-polination, and most of the new subscribers to new waves, are just old subscribers to old waves. Cover realised that they hit the ceiling with the current format, and they try to enter different niches and attract an audience that was put over by Hololive's concept, or where watching Niji. So you have group of girls, with a normal concept, nothing fantasy, who aren't exactly idols, and have more freedom with the content they create and different interests. Take Raden for example - Mumei said that she proposed some educational streams on history in the past, and got rejected. Meanwhile, Raden is holding lectures on arts, arts history, and museums. She started to attract an audience from outside the otaku sphere, that shares such interests, and shes been even getting attention from museums and such for collabs. So that's what Dev_is is - a branch that target outside of Hololive's core audience. And they are likely not going to be the last.

I don't disagree with you what they are now and how Cover is now pitching them as, but holy hell, why did they even make the announcement then about them focusing on musical activities. And no, until I see it, at this point, the company has burned way too many Vsingers for talents who wanted to only do singing for me to believe they actually have the chops to pull off a music only group/branch or even focused projects that aren't concerts. The article is saying that the content postested on Dev_is channel will be music focused - nowhere is it saying that they are Vsingers.
Vsingers are complicated to do, because you can't do them without a music label, and a music label is not cheap to build and run. Sure, when they did INNK Music, they didn't had the resources today, so I anticipate that at some point in the future, they will try to start a new music label. But for now, is not the case. Hololive needs to grow a bit more, to get to a point where their music label could compete with the titans of the industry in any way, shape or form.
