I've also been watching a couple other vtubers play Cuphead recently, all of them progressing much slower. Shiori's the only one to beat it so far out of the 4 streamers I watched playing it in the last year.
It's not even that these people are bad at the game, like they have easier time remembering the controls than Shiori does and remembering to use their Supers, but they seem to lose track of screen objects quickly and struggle with micro-movements to escape getting cornered. Shiori was really good at knowing where to parry and move, and she recognized patterns a lot faster.
It just seems like there's a sense of timing and spatial awareness that I suppose some people have to build up if they don't play enough platformers?
