HOWEVER Mumei being the Guardian of Civillization being canonically born out of human civillization's collective will could mean that she embodies their potential technical abilities -so if humanity could eventually control time then Mumei could actually counter and mog Kronii
Alternatively, going purely by the initial Council debut lore and the HoloEN verse creation myth (heh) it's stated that 'Time' as a concept was created when it was invented to order the lives of people - meaning that it could techniclly be considered an invention of humanity and actually fall under Mumei's domain
therefore while Kronii can probably kill Mumei very easily and mog her with pure attack powers, Mumei might have some kind of counters to Kronii or be able to control her
it would probably come down to a stalemate or a Type-Moon-esque conceptual ability rock-paper-scissors situation to dtermine the winner
but ultimately it all depends on what exactly Mumei's powers are (this has never been explained though Moom herself once said on stream she is 'god level')
