She might've even got far enough for her earliest members to use their 2 year badges but the content restriction was still coming in, Asacoco 1.0 was ended long before the Taiwan incident for example.
At any rate I think Coco leaving did have positive effects on the content they're allowed to make in hololive, the threat of a top earner just up and walking away lights a fire under upper management's asses. I would go as far as to say that the recent content (Marine pushing boundaries with her outfit and Lamy's erolive 3D show) was allowed because management have loosened their restrictions a bit.
