I guess she contracted some big studio, but they didn't finish it in time for the album release, like planned, and now they're starting production on some anime and can't spare any resources on a silly MV.
I'd say, if they didn't do their fucking job, they should return the money, but it's wishful thinking. That (ridiculous amount of) money is gone forever.
