I'd suppose either Cover simply didn't give her a choice to integrate into the regular Holo activities, or she has herself become more curious about what it actually means to be a vtuber and not just a singer with a virtual avatar. Finally the elephant in the room is that Cover has been working on EN vsingers, and probably they want to integrate AZKi in as a more regular type Holo if they intend for the incoming vsingers to be a similar hybrid, so that everything matches up.
