A 'no past lives' rule wouldn't really be workable either as technically Coco would be a 'past life' vs the shitty vtuber ks*n uses etc and they will not make a rule only to then turn around and poke a ton of holes in it with exceptions.
Regardless, people generally have proven that they are incapable of talking about these things regarding Councils without going into more overt rule 1 stuff anyway, get snagged for that then start evading and then get snagged for that. Shitposting is a really really rapid downward spiral where people get indignant at being moderated and then force mods' hands to really slap the fucking shit out of them on-sight. A couple of evaders have shown their true colors now disregarding attempting to sneak in under plausible deniability so probably things will tighten soonish as mods have had it with attempting to be fair allowing vtubers who basically screwed themselves over with what they said in the past to stand as topical.
