Artia very much is though. She's got the selfish sociopathy and betrayal that is Neutral Evil's hallmark down pat. I suppose that she could be seen as Chaotic Evil since she just stabs so many people in the back.
Perhaps Indies are better for representing the chaotic element due to the individualism and freedom.
My list was rather holo-centric too. I suppose some of the Nijis can count as well, like the ones involved in that kerfuffle over accents.
