However, here are four potential reasons that seem pretty obvious.
The most logical possible reason is that Cover doesn't allow it. It is against their interests for good talents to leave. One way they can discourage this by denying former members the privilege of collaborating with remaining Holomem.
It's a perk that you know you will lose when you leave, and you have to be at peace with that when you make the choice to graduate. For those who were terminated, it is less "losing a perk", and more of a punishment.
Second, but more speculative, is the combination of what

We all assume that former Holomem are contractually prevented from acknowledging that they were their past role. This will likely never be 100% confirmed unless Cover gets hacked and/or some contract is leaked, but it is a very safe assumption. As an example of this, the times Kson has mentioned Kiryu Coco, she has spoken about Coco as a completely separate person, as just some other vtuber. Current Holomem might accidentally refer to their old colleague by the name they spent years frequently using, and the former members certainly wouldn't want to see their friend accidentally get in trouble either. It's just safer for everyone.
Third is that the vtuber fan community is full of ignorant mouthbreathers and drama-loving dipshits, who are going to spam chat with all sorts of troublesome references to the former Holomem's identity. The loyal fans know whats up, but the more casual and Holo-only fans can't be trusted. Just imagine if Haachama had been able to collab with Kson: Haachama would have to keep chat off screen, and even disable comments on the archive, just to avoid a thousand obnoxious "Kaichou o7" comments and similar.

Why fight management and tempt contractual issues when there are escape hatches for those who really, really want to?
