If we go by chuubas with generals here that limits us to Hololive, and if we go by agency then Project Kawai and PRISM are large but chuubas with regular 4 digit viewer numbers on twitch aren't. It's a poor criteria, /vt/ is only relevant when it comes to youtube chuubas, and even then, only a handful of agencies and indies.
