He's also just some guy. Yagoo is not really much different from any other Japanese businessman in Tokyo, and would be completely unrecognizeable if it weren't for his face being a meme.
Omega is none of this. Somebody saw the "EnMa has to wrangle these superpowerful entities in line" memes, unironically thought "yeah I guess we would need some sort of overdeity to manage them", and decided to make an oc donut steel to fill that role. Compare Omega to the other two known branch directors:

The EnMa design was better.
