My definitions aren't perfect, because I'm not particularly good at defining things. Especially when it's something that's sort of gray like powerlevel.
The first two definitions (Hides which anime it is, or hides that it is anime) is, as you say, a little misleading by itself. I don't think they are completely different; something you see powerlevel that is somewhat obviously anime- or at least animation-based;

The third definition "Evokes the memory of a specific anime" is meant to try to bring the two ideas together under the same roof. If you haven't seen the anime, even if you've seen the characters, it'll be difficult to guess what it's from. If you've seen the show, it'll be obvious. This isn't something where we're trying to sound like twats, it's meant to be something where it's a neat little nod to detail.
The rule about faces and body is one I put in because there were so many minimalist walls, or walls that were straight up pictures of characters. Minimalism is fine, but if it's minimalist of the whole character, that's a different idea from powerlevel. It is not a perfect definition, as you point out, because the kodamas from Princess Mononoke, while arguably borderline, are still powerlevel. The goal of this rule is to prevent posts like

The character name thing is a similar idea, as the whole idea of powerlevel is to hide what the show is. I've written too much, so I'll continue next comment.
