GIMP will do nicely.
Programs work in layers. Images can be 'stacked' such that images on a 'higher' layer cover whatever is 'lower'.
(There are also transparency and fancier effects which don't concern you right now)
Select the tapes and copy them to a 'higher' level.
Your images can be imported to a 'lower' level, resized, and slid around without obscuring the tape.
There are several good tutorials and books on-line telling you how to do these things.
I can see your image already has transparent cut-outs. That simplifies things. That entire layer can be left alone. Import your images and shuffle the layer order to place them 'lower'. They show through the cut-outs.
If the photos are being reduced to fit the page, don't worry about loss of quality. Images are only degraded when increasing the size.
