The hair lacks variance in its thickness, and the round/blunt ends make thickness consistent from end to end, which is not how hair should look. It should be thicker towards the middle and taper off at the end whenever you end with a single point node. Since they are all the same thickness, it lacks curvature near the ends, which are what give the lines flow. The same problem happens with the eye lines, which make them look very plain.
This vector probably would look better than someone trying to vector with fills for the first time, but strokes are not a habit you want to get into if you want to make good looking vectors.
I will add that using fills does considerably increase the amount of time it takes to complete versus strokes, but the payoff is worth it.
Example of the face and some of the hairlines and how they look with fills.
