First, always reverse search your pictures in SauceNao, iqdb, or other similar service. The picture you provided is very low quality, and you can easily find a much better version in Gelbooru.
Next. Always state your desired resolution in pixels or aspect ratio. If you want something specific, also be upfront about it so no one loses their time.
Pictures that are cropped or end abruptly at some of the edges like the one you posted need to be "processed" in order to fit wide screens in three main ways:
(1) Cropping them to the desired aspect ratio. It's the easiest way, but the results tend to be lackluster.
(2) Frame them in a shape and then a background can be added as a complement (usually solid color, a gradient, a version of the same picture with blur or some effect, or even something completely different like a landscape). This one is pretty common and works fine most of the time.
(3) And finally, someone with talent and time can draw the missing parts, or provide an extension of a background if necessary. This one tends to look the best, but is less common. That said, some people around here put lots of effort into that and the results can be amazing.
The pic on this post is the easiest solution I could come up with using technique (2).
