They can vector how ever it they want I can't stop them, but it wouldn't hurt to try to be more creative about it. Now that I think about it, I guess it is easier with black & white and harder with color. The reason why I'm saying this is because it minimalist thread used to be more than just what OP picture was about. It's disappointing, and I had no expectation. Well to be fair it was probably just 1-3 people dumping.

Check the artist who is drawing it on the top right that should answer your question. It was an art trade with a bunch of mangaka for naruto 10th anniversary if you couldn't tell. The technique of using white and black in the picture is complement each other very nicely, and yes that picture is minimalist even though it has a lot of detail compare to a lot of other picture here if you are implying it is not minimalist or bad. However, if you don't like the art style that is a totally different subject though.
But hey at least someone had the decency to actually respond.
