That said, I'll help you a bit.
Most pcs can adjust for any 16:9 resolution better than what you have without issues. If you get a 1920x1080, 2560x1440, or even 3840x2160 pape your PC should be able to show it and look fine (unless it's ancient or just trash).
The problem with your image is the aspect ratio. it's a 4:3 image.

(1) Crop the picture in the desired aspect ratio. Yours loses quite a bit in the crop.
(2) Frame the picture and place it in a desirable background that's in 16:9. That's the picture I posted. Took me like 5 minutes to do so.
(3) Draw or extend the background yourself until it fits the desired ratio. This takes work and talent.
Most people go to the IMT threads (here in /w/ and in /wg/) for work like this (the first two are easy and can be done by anyone, the third is a bit trickier). Hope this helps. Next time, ask in the proper places.
