It has worse banding than the original:

Here, I upscaled the original from 4k to 5k, blurred the background in 16bpc, and applied dithering when going back down to 8bpc, to get rid of the banding.
The bands in the original image are ~1 RGB value away from another, so the banding is a limitation of 8bpc color.
The only way to solve the problem is with dithering.
