The rich and powerful elite don't see a point in funding space colonization because they don't see a profit in it at least not until they discover gold or other rare metals on Mars or Titan
Anybody noticed how the most powerful and rich elite aren't interested? It only took one mildly rich billionaire to revitalize interest in space and that only was like 7 years ago and only because he was dumb/crazy enough to risk everything with his new idea about reusable rockets
