before you open gimp google search VCR OSD Mono
download the font and istall it
open gimp
get your wallpaper, copy the layer twice (right click on the layer then press u)
go to the top, colour => colourize
set one to 180 degrees (cyan)
and the other to 300 or 360 (red and magenta)
select the one of the colourized layers and move it 5 pixels to one side (you take the move tool and click the image, then tap left arow five times)
same for the other colourized layer, but to the other side
you can also move them up and down if you like as long as they've been moved symetrically (or dont, it might come out neat)
then you set the colourized layers to lighten only mode, from the drop down box on the top-ish of your layer window
set the original image to colour only and move it to the top
if you want text on it
