Even though, from Osaka you can get to Kyoto in like 45 minutes and that makes it really good, so actually staying there isn't that bad, but there are good cheap guesthouses in Kyoto too sooo, maybe a better choice
Osaka is pretty interesting in itself, we would have had a better time there if all the museums and attractions weren't closed because COVID, it nails that Ghost in the Shell look too, for better or for worse (a pic of Tobita Shinchi, last big red light district of Japan included with this reply)
